Our unsaid priors have a lot of influence on how decisions get made. Our intuition sets our priors in absence of evidence, and is hugely important.
Sometimes the priors are obvious. You suppose that a coin that you're given is fair for instance, unless you see it come up heads quite often.
When making a "data-driven decision", there's a subtle implicit assumption on what is the prior, who has the burden of proof. The person/entity who chooses where the burden of proof lies, is the person in control for [[Absence of evidence doesn't mean evidence of absence]].
