P (Perform) = those people who will have to enact any decision and therefore should be heard I (Input) = those people whose input is worth considering D (Decide) = the one who will make the decision. If a Type 1 decision (irreversible), this should be the CEO (or in larger organizations, the [DRI](https://handbook.gitlab.com/handbook/people-group/directly-responsible-individuals/) who is accountable for the endeavor as a whole).
